Peaks of air pollution are known to put a lot of pressure to skin, that can transform into permanent damage, including unevenness or premature aging. As your skin is naturally oily, the pollution particles will stick to your skin and exacerbate the damage. It is good to avoid staying outside when air quality index is high, but occasional cigarette will do as much damage.
